Introduction to CARPHA
Governance Structure

CARPHA was established in 2011 as a public health agency by CARICOM Heads of Government, and launched on July 2013. It is a merger of five Regional Health Institutes: Caribbean Environmental Health Institute, Regional Drug Testing Laboratory, Caribbean Health Research Council, Caribbean Epidemiology Center, and the Caribbean Food and Nutrition Institute. The merger enhances the depth and scope of support, and prevents an overlap of function.

As an institution of the CARICOM community, the Agency is governed at the highest level by the Heads of Government and the Council of Ministers of Health of Member States (COHSOD), which are the principal policy making organs for the Agency.

Strategic Plan

The Strategic Priorities, as defined by CARPHA, can be summarized as follows:

  • 1. Health Systems Strengthening
    • a. Universal, affordable access to medicines and healthcare
    • b. Standards and guidelines for laboratories
    • c. Implementation of the CRS for pharmacovigilance
    • d. Strengthening networks for detection of threats
  • 2. Safe and Healthy Environments
    • a. Prevent and contain disease outbreaks from tourism
    • b. Establish real time monitoring systems
    • c. Manage threats related to food, air and water quality, and chemicals
    • d. Mitigate the effects of climate change and environmental disaster
  • 3. Healthy Living Throughout the Life Course
    • a. Increase life expectancy by 3 years in each of the CMS
    • b. Implement a 6-point policy for healthy food environments
    • c. Manage priority NCDs (non-communicable diseases) by implementation of guidelines and monitoring systems
  • 4. Strategic Information for Evidence-Based Decision Making
    • a. Surveillance in areas of NCDs, CDs, and their risk factors and environmental hazards
    • b. Remain adaptive to the evolving nature of public health and rationalize existing systems
    • c. Establish effective, evidence-based public health interventions and programs
  • 5. Partnership and Resource Mobilization
    • a. Strengthen existing and build new partnerships
    • b. Developing sustainable financing mechanisms to support delivery of services
  • 6. Service Delivery to Member States
    • a. Develop education and communication mechanisms to inform the region
    • b. Procure goods and services in a timely, fair, transparent and ethical manner, ensuring value for money
    • c. Support revenue generation exercises and ensure resources are used effectively
